Developing policies and procedures in advance of a crisis is an important means of preparation. Diverse strategies have been adopted by RECs. For example, policies instituted by RECs to facilitate timely review of urgent protocols include adding ad hoc meetings, conducting reviews by teleconference, waiving deadlines, rank protocols by urgency, having advisors pre-review protocols, and reviewing generic versions of protocols prior to a crisis event.
RECs may develop other policies for humanitarian research. For example, the Ethics Review Board of Médecins Sans Frontières has described their policies regarding the analysis of routinely collected data and standardized surveys.
